For a more detailed explanation, refer to the excellent explanatory booklet of the Department for Communities and Local Government (formerly the Office of the Deputy Prime Minister's). The booklet explains in simple terms how the Act may affect someone who either wishes to carry out work covered by the Act (the "Building Owner"), or receives notification under the Act of proposed adjacent work (the "Adjoining Owner"). The DCLG issue around 5,000 copies of their explanatory booklet every month and it is their most popular publication!
